Public opinion in Canada toward India has shifted dramatically, with a recent survey showing 60% of Canadians now hold an unfavorable view of the country. Compared to just 26% who view it favorably. This marks a sharp decline from January 2020, when 56% of Canadians viewed India positively.

The poll conducted by the Angus Reid Institute (ARI) in partnership with the Asia-Pacific Foundation of Canada (APF). It highlights a significant shift in public sentiment amid escalating diplomatic tensions. Vina Nadjibulla, APF Canada’s Vice-President for Research and Strategy, noted that India was once seen as a critical partner under Canada’s Indo-Pacific Strategy but is now viewed far more cautiously.

Despite strained relations, the poll revealed that 64% of Canadians support cautiously resuming trade negotiations with India. "Canadians are pragmatic," Nadjibulla explained, adding that India remains an important global player, particularly in the context of potential trade wars and tariffs.

The handling of bilateral ties by Canadian Prime Minister Justin Trudeau’s government has also come under scrutiny. About 39% of respondents believe Ottawa is mishandling the relationship, with a similar number expressing skepticism about future improvements under either Trudeau or Indian Prime Minister Narendra Modi.

Relations between the two countries soured significantly after Trudeau claimed in Parliament in September 2023 that there were “credible allegations” linking Indian agents to the killing of pro-Khalistan leader Hardeep Singh Nijjar in Surrey, British Columbia. Tensions escalated further in October when Ottawa accused six Indian officials of involvement in violent criminal activity, leading to reciprocal diplomatic expulsions.

As Canada approaches its next federal election in 2025, the strained ties with India are likely to remain a significant issue for any incoming government. Nadjibulla emphasized that public sentiment will shape how Ottawa navigates this complex relationship, warning that the current lack of trust will have long-term implications for bilateral ties.
The deterioration in relations could have serious implications for the broader Indo-Pacific partnership, where India is considered a pivotal player in counterbalancing China’s growing influence. A weakened Canada-India alliance undermines regional stability, economic cooperation, and shared democratic values, all of which are crucial for the strategic Indo-Pacific vision. The ongoing discord may also limit Canada’s ability to effectively engage with other key regional stakeholders, reducing its influence in shaping the future of the Indo-Pacific.
