Russia’s Security Council announced on Monday(February 2) that its head, Sergey Shoygu, has arrived in Myanmar for an official working visit, leading an interdepartmental delegation to hold talks with the country’s top leadership. Shoygu was welcomed at the airport by Russian Ambassador Iskander Azizov and Myanmar’s Deputy Foreign Minister Ko Ko Kyaw, according to the council’s statement.

The visit comes shortly after Myanmar’s parliamentary elections on January 25, which, according to the Russian Security Council, were held “in accordance with international law.” Following the polls, power is expected to shift from the military administration to newly elected civilian authorities.

According to Anadolu Agency, Shoygu’s agenda includes a broad range of discussions aimed at deepening Russia–Myanmar cooperation. Talks are set to cover national and regional security, bilateral military and military-technical collaboration, trade and economic ties, and coordinated stances on key international issues.

Shoygu is expected to meet Myanmar’s Acting President and military leader Min Aung Hlaing, along with Presidential Office Minister and National Security Advisor Tin Aung San. The Russian delegation will also engage with Myanmar’s intelligence, justice, and law enforcement institutions to strengthen coordination in security and counterintelligence efforts.

During his stay, Shoygu is scheduled to visit a memorial complex honoring Myanmar’s fallen heroes, a symbolic gesture underscoring Moscow’s continued diplomatic and military support for Naypyidaw amid growing Western isolation.
