Thai law enforcement officials confiscated 38 Starlink satellite internet transmitters on Saturday, suspected of being used to support scam operations in Myanmar. This latest bust, carried out by the Thai Army’s Ratchamanu Task Force and a drug suppression unit, follows a similar seizure on (March 11), when police intercepted 10 Starlink transmitters before they could be smuggled across the border.
According to reports from the local news outlet Khaosod, the operation took place in Mae Sot district near the Thai-Myanmar border. Officers at a checkpoint stopped a white Isuzu pickup truck, uncovering the concealed Starlink receivers inside more than three dozen boxes. The high-speed satellite internet devices have been documented within scam compounds in Myanmar, where organized crime groups run fraudulent cryptocurrency investment schemes and other online scams.
Crackdown on Cybercrime and Illicit Internet Use
The Thai government has been ramping up efforts to combat these criminal operations. In February, authorities cut electricity and telecommunications access to key areas in Myanmar in a bid to disrupt scam activities. However, the crackdown has led cybercriminal gangs to increasingly rely on satellite internet connections, including Starlink.
The use of Starlink in scam compounds has raised significant concerns. In February, Thai lawmaker Rangsiman Rome accused Elon Musk’s SpaceX, Starlink’s parent company, of allowing criminals to exploit the service, citing “solid proof” of its role in enabling fraud. A Wired investigation later confirmed that mobile phone data showed at least eight scam compounds using Starlink devices between November 2024 and February 2025, with hundreds of phones connected to the network.
While SpaceX has not commented on the issue, the company’s policies explicitly prohibit fraudulent activities. On its website, Starlink states that transmitting uninvited communications or engaging in deceptive conduct is a violation that could lead to suspension or termination. The company also does not hold a license to operate in Myanmar, and in April 2024, it informed customers that unauthorized users in restricted areas would be disconnected. However, Starlink hardware can be resold on the black market, making enforcement a challenge.
Calls for Greater Accountability and Regulation
In response to the growing misuse of Starlink, analysts at the U.S.-based Stimson Center have urged the company to implement stricter measures. Suggestions include enhanced “Know Your Customer” policies to verify user identities and closer monitoring of suspicious activity, such as multiple logins from known scam regions.
Policymakers have also been encouraged to introduce stronger regulations for tech providers to prevent the exploitation of satellite and internet services. Experts argue that a coordinated approach is needed, involving stricter oversight of malicious online ads, spoofed communications, and fraudulent websites.
Technology as a Tool for Human Security
While cybercriminals exploit technology for fraudulent activities, technology can also play a vital role in enhancing human security. Advanced cybersecurity measures, such as AI-powered fraud detection, can help identify and shut down scam operations. Biometric authentication and blockchain verification can provide greater protection against identity theft and fraudulent financial transactions.
Additionally, law enforcement agencies can use satellite imaging and AI-driven analytics to monitor illicit activities in border regions. Governments can collaborate with tech companies to develop sophisticated tracking systems that detect unauthorized internet use and pinpoint the locations of cybercrime operations.
The crackdown on Starlink misuse is a significant step toward dismantling organized cybercrime networks. However, experts stress that ongoing cooperation between technology providers, governments, and international regulators is crucial to ensuring that digital tools serve to protect rather than exploit individuals in an increasingly interconnected world.
