In a joint statement released today (December 31), the Secretary of State of the United States and the Foreign Ministers of Australia, India, and Japan marked the 20th anniversary of the Quad, a diplomatic alliance dedicated to ensuring a free, open, and resilient Indo-Pacific region.

The Quad originated in 2004 when the four nations coordinated humanitarian assistance in response to the Indian Ocean earthquake and tsunami, a disaster that claimed nearly 250,000 lives and displaced 1.7 million people across 14 countries. At the time, the member countries mobilized over 40,000 emergency responders to aid affected communities. Today, the leaders paid tribute to the lives lost and highlighted the enduring spirit of cooperation that emerged from that crisis.

“Our foundational commitment to humanitarian assistance and disaster relief remains strong,” the statement read. “In 2024, we collectively supported disaster preparedness and life-saving relief efforts across the Indo-Pacific, building on two decades of cooperation.”

What began as an emergency response to a natural catastrophe has since evolved into a comprehensive partnership addressing diverse challenges. Over the years, the Quad has expanded its focus to include combating climate change, addressing pandemics, advancing quality infrastructure, improving maritime domain awareness, and bolstering cyber security. Other initiatives include promoting STEM education, counter-terrorism efforts, and the adoption of critical and emerging technologies.

Since 2021, Quad leaders have held annual meetings to coordinate efforts and drive initiatives across South Asia, Southeast Asia, and the Pacific. Highlighting their vision for the region, the statement emphasized a commitment to a peaceful and prosperous Indo-Pacific underpinned by regional institutions.

The Quad reaffirmed its support for ASEAN's centrality and unity, pledging to align efforts with the ASEAN Outlook on the Indo-Pacific. The group also expressed its dedication to Pacific-led initiatives, particularly those led by the Pacific Islands Forum, and reiterated support for the Indian Ocean Rim Association, which they recognized as the region’s premier organization.

As the Quad enters its third decade, its leaders are united in their commitment to strengthening partnerships and delivering positive outcomes for the Indo-Pacific region. The statement underscores their shared vision for a stable, inclusive, and resilient Indo-Pacific that benefits all its people.
